Responsibilities and Duties:
Establishment and administrative matters of class-3 and 4 employees in the head office.

1. Maintaining attendance records of Class-3 and Class-4 employees in the head office and controlling all employees.
2. Establishment work of class-3 and class-4 employees in the head office as well as government and non-government aided degree and diploma institutions, Technical Education Board, all departmental offices.
3. To approve leave of Class-3 and Class-4 employees in Brihanmumbai Office/Institution.
4. To fix the salaries of Class-3 and Class-4 employees of the Directorate as per the Pay Commission.
5. To take action regarding appointment/promotion to Class-3 posts at the state level.
6. Publication of seniority lists of employees in Groups K and D in Brihanmumbai as well as in the Directorate.
7. Seniority lists, probation period, point list books, recruitment, promotion and other ancillary matters of state level class-3 posts.
8. Approval of time-bound promotions/assured advancement schemes, advance pay increments.
9. Providing identity cards to officers/employees.
10. To send applications for residential houses of officers/employees in Greater Mumbai for approval to the Government and to take further action in this regard.
11. Handling of cases filed by the employees of Class-3 and 4 of the head office and subordinate divisional offices in connection with complaints filed with the Lokayukta cases, court cases, Backward Classes Commission, Disabled Persons Commission, Human Rights Commission.
12. Departmental transfers of employees in Class-3 and 4 / intra-departmental transfers of employees in Class-3 in the divisional office and submission of corresponding proposals to the Government for approval.
13. To prepare and maintain EMIS/Database of Class-3 and Class-4 employees.
14. To provide staff on deputation to the Ministry/for polling work/for census work/for examination work with Maharashtra Public Service Commission.
15. Keeping up to date confidential reports of Class-3 and 4 employees in the head office.
16. To control the functioning of telephone/stenographer/Xerox etc. in the head office.
17. To take action for direct inclusion of additional employees in classes 3 and 4.
18. To prepare the service entry rules and duties and responsibilities of Class-3 and Class-4 in government offices.
19. Handling Marathi/Hindi language exam exemption cases of Class-3 employees in the Directorate as well as Government/Non-Government Aided Institutions.
